TEMPO.CO, Jakarta - Indonesia Parliamentary Center (IPC) urges the House of Representatives (DPR) for the period 2024-2029 to immediately pass the Draft Law on New and Renewable Energy (EBET Bill). IPC considers the passage of this bill urgent to ensure the optimal running of Indonesia's energy transition.
"Currently, there is no regulation at the level of law regarding renewable energy other than Law Number 27 of 2003 concerning Geothermal," said IPC researcher Johan Mahesa in a written statement received by Tempo on Thursday, October 17, 2024.
Johan said the DPR must improve further and not repeat the mistakes from the previous period. He noted that the meeting of Commission VII, which deals with energy and the environment, only discussed the energy transition by 10 percent.
"Out of 159 companies invited to the meeting, 37 percent are in the mining and energy sectors. This indicates an excessive influence of the executive and businessmen in the decision-making process," he said.
Johan stated that the passing of the EBET Bill must be accompanied by comprehensive discussions. He sees that the commitment in the current draft of the bill does not address all the challenges when transitioning energy.
According to Johan, the bill's current draft also seems half-hearted in regulating policies based on renewable energy. "There are still clauses in the EBET Bill that do not support the economics of renewable energy projects," he said.
The EBET Bill, which regulates the development of clean energy in Indonesia, previously entered the 2024 national legislative program.
This bill addresses issues such as utilizing shared transmission networks to accelerate the development of clean energy and improve transmission network efficiency.
The EBET Bill also regulates power wheeling, a mechanism for private parties to provide electricity through EBT to make it more affordable. It also discusses incentives for businesses that work on emission reduction and provide electricity to areas still lacking access to electricity.
