The National Transportation Safety Board has interviewed the air-traffic controller who was working at the time of the midair collision, board member Todd Inman said, adding that the interviews have been ongoing throughout the day. He declined to say how many controllers were on duty at the time.

Inman said the NTSB's investigation will be wide-ranging. For any controller involved, "we will go back and look at their past probably 72 hours, even two or three weeks. We'll look at their training, their hiring, everything."

Inman said the the Federal Aviation Administration has had "a very robust plan" to address controller staffing, and that the NTSB will examine staffing levels the day of the accident and further back, along with the weather and traffic conditions that night, changing traffic patterns at the airport, and a range of other potential data points.
