CF Industries said it will form a joint venture with Japan's JERA, and Mitsui (TYO:8031) to build a $4 billion low-carbon ammonia plant in Louisiana, according to a company statement released Tuesday.

The US firm will hold 40% of the venture, with JERA owning 35% and Mitsui 25%.

The project will be built at CF's Blue Point site in Ascension Parish and aims to produce 1.4 million metric tons of low-carbon ammonia annually starting in 2029.

The site will use autothermal reforming and carbon capture to sequester up to 2.3 million metric tons of CO₂ a year.

CF will invest $550 million in storage and infrastructure and operate the facility, while offtake will be handled by each partner in proportion to their stakes. Occidental subsidiary 1PointFive will manage CO₂ sequestration via its Pelican Sequestration Hub.

Engineering and procurement will be led by Technip Energies, using Topsoe's SynCOR ATR technology. Pre-construction work begins in 2025. The project is expected to qualify for US carbon capture tax credits.
