知情人士称，特朗普周五的行动将指示美国贸易代表办公室制定补救措施，以应对外国政府对美国科技公司征收的税款。预计该备忘录不会立即实施关税，也没有关税何时生效的时间表。
2019年，美国贸易代表办公室对法国、意大利、西班牙等其他国家的税收制度展开了单独调查，当时得出的结论是“这些税收具有歧视性，并且对美国公司造成了不成比例的损害”。此后，一些国家撤回了他们的数字服务税计划，转而加入了对科技公司征收最低税的全球谈判，但谈判一再停滞。
