【自然资源部：加快推进相关国土空间规划编制工作】金十数据9月12日讯，自然资源部发布《关于探索推进城市地下空间开发利用的指导意见》，加快推进相关国土空间规划编制工作。城市地下空间开发利用要遵循以下原则：因地制宜、有序开发。城市地下空间开发利用要与城市发展阶段、功能定位、空间布局相适应，充分考虑地质、水文等自然环境条件和环境保护、文物保护、防洪排涝抗震等要求，尽可能降低自然灾害风险，明确可开发利用和限制、禁止开发利用区域，合理确定开发利用时序。利用5年左右的时间，推动具备地下空间开发利用自然条件，且开发利用需求较大、管理水平较高的重点城市地下空间规划体系更加完善，开发利用政策体系更加完备，开发利用规模持续扩大，开发利用过程更加安全，国土空间保障能力不断提升，为经济社会高质量发展和高水平安全提供更好的要素保障。
