** Mineral explorer receives binding commitments to raise A$5 mln ($3.40 mln) through a placement
** Issue price of A$0.08 at a 9.1% discount to close on Sep. 17
** Says funds will be primarily used for engineering work at Green River Lithium Project in the U.S.
** About 6 mln shares traded, about 3.6x the 30-day avg of 1.7 mln shares
** Stock down 43.6% YTD as at 0218 GMT
