消息面上，9月14日，生态环境部发布《关于公开征求2025年度消耗臭氧层物质和氢氟碳化物配额总量设定和分配方案意见的函》，方案初步制定了2025年二代制冷剂（HCFCs）与三代制冷剂（HFCs）的配额总量及分配方案，并对方案编制进行了说明。其中HCFCs落实年度履约淘汰任务，生产量和使用量分别削减基线值的67.5%和73.2%；HFCs生产和使用总量控制目标保持在基线值，维持了2024年的生产配额总量为18.53亿吨CO2、内用生产配额总量为8.95亿吨CO2、进口配额总量为0.1亿吨CO2。
开源证券指出，随着2025年配额方案的初步落地，市场预期的不确定性或将部分消除，我们一如既往地坚定看好制冷剂行情的上行趋势，行业周期或远未结束。国信证券认为，2025年制冷剂配额方案征求意见稿发布，二代、三代制冷剂供给端具备长期约束，看好制冷剂产品景气度延续。
