交银国际认为，美国生物安全法案未被纳入NDAA，意味着生物安全法案立法进一步被推迟，年内单独立法的可能性下降，同时S.3558号法案最新版未纳入药明生物，根据美国立法流程，该行认为其他被提及的公司也有最终被除名的可能。考虑到美联储正式启动降息、行业订单边际改善，预计头部CXO的投资情绪将边际回暖，但进一步估值修复或许需要更多业绩复苏的能见度。
民生证券近日指出，生物安全法案未纳入参议院2025NDAA，夹带立法途径失效，单独立法方面H.R.8333将进入参议院程序，2024年参议院工作日还有6周，关注参议院排期和投票进程；美联储降息50bp，biotech融资端有望延续上半年改善趋势，以海外客户为主要订单和收入贡献的CXO龙头有望进一步回暖。
