路透10月1日 - 美国商务部周二宣布对越南、柬埔寨、马来西亚和泰国公司进口的太阳能电池征收反补贴反补贴税。
根据商务部网站上公布的初步决定，该机构对来自这四个东南亚国家的太阳能电池计算出的关税税率在 0.14% 至 3293.61% 之间，具体取决于公司。
最终决定将于明年做出。
在韩国韩华太阳能公司（Hanwha Qcells） 、总部位于亚利桑那州的第一太阳能公司（First Solar） 和几家规模较小的公司为保护在美国太阳能制造业的数十亿美元投资而提起的贸易诉讼案中，商务部今年将作出两项 (link) 初步决定，此次宣布的是其中的第一项。
据该机构称，商务部官员计算得出，从马来西亚进口的一般补贴率为9.13%，从柬埔寨进口的一般补贴率为8.25%，从泰国进口的一般补贴率为23.06%，从越南进口的一般补贴率为2.85%。
大型制造商有自己单独的税率。例如，商务部为中国天合光能在泰国生产的产品计算的税率仅为 0.14%。
商务部计算出，请愿书背后的公司之一韩华 Qcells 在马来西亚生产的产品的税率为 14.72%。
