近日，农业农村部、国家发展改革委、工业和信息化部、财政部、中国人民银行、市场监管总局、金融监管总局联合印发《关于促进肉牛奶牛生产稳定发展的通知》，对稳定肉牛奶牛生产作出部署，帮助养殖行业渡过难关。
《通知》明确了7个方面的政策措施，主要内容是，稳定肉牛奶牛基础产能；降低养殖场户饲草成本，用好用足粮改饲支持政策，优化实施奶业生产能力提升整县推进项目；金融和保险支持，利用好中央财政衔接资金，对符合支持条件的脱贫养殖户予以补助；促进牛肉牛奶消费；推广一批高效实用技术，实现节本提质增效。
市场分析称，行业承压下，七部门联手救市，这一举措将对整个乳业市场产生深远影响。从发展前景看，目前全国人均奶类消费量仍然远低于全球和亚洲平均水平。未来，在政策的扶持下，消费需求变化以及乳品供给结构的持续优化，行业长期发展前景依然明朗。中信证券此前表示，2024年奶源过剩仍将持续，原奶价格拐点或在年底出现，奶源过剩对乳企的冲击会小于2023年。
优然牧业(09858)是乳业上游龙头企业，目前奶牛养殖规模达到60.1万头，2024年上半年营收100.55亿元，同比增长10.8%，EBITDA同比增长45.3%，成母牛年化单产提升至12.9吨，无论是财务指标还是生产指标均是领先。然而，其市净率目前仅为0.46%，市值被严重低估。分析人士认为，随着政府利好政策的出台，政策扶持力度的不断加大，中国对欧盟乳制品发起反补贴调查，股市迎来牛市周期等一系列利好，优然牧业会迎来高光时刻。
