智通财经APP获悉，个别基建股表现活跃，截至发稿，中国铁建(01186)涨4%，报6.24港元；中国交通建设(01800)涨2.61%，报5.5港元；中国建筑国际(03311)涨2.06%，报12.86港元；中国中铁(00390)涨0.24%，报4.26港元。
消息面上，10月12日，国务院新闻办公室举行新闻发布会，提及“拟一次性增加较大规模债务限额，置换地方政府存量隐性债务，加大力度支持地方化解债务风险，相关政策待履行相关法定程序后再向社会做详尽说明”。政策的积极表态，被认为是“化债”进入到加快推进的新阶段。
国投证券认为，本次发布会对地方化债定调积极，表示将“较大规模”增加债务额度，随地方化债相关政策落地实施，部分地方政府财政压力有望缓解，后续相关企业清偿或将加快，有望对承接政府类项目的建筑企业带来回款和经营改善，建议关注基建央企和地方国企投资机会。该行看好低估值建筑央企基本面改善和估值提升：中国中铁、中国交建、中国建筑、中国铁建。
