俄罗斯加密货币挖矿法规生效，制定严格新规

根据新规定，只有注册的组织和个体企业家才能合法从事加密货币挖矿。然而，未正式注册为企业家的个人俄罗斯公民也可以进行挖矿，但每月的电力消耗上限为 6,000 kWh。如果超过这个上限，他们将需要注册为企业家以继续其挖矿活动。这种方法确保了较小的个人挖矿操作仍然可行，同时对较大、潜在的商业操作施加更严格的要求。
法规还为矿工建立了详细的报告义务，要求他们向联邦税务局 (FTS) 披露挖矿的数字货币总量，并为每笔交易提供地址标识符。为了增强透明性，政府将维护一个矿工和挖矿基础设施运营商的注册信息。该信息将为政府机构、俄罗斯央行和地区电力当局所使用。政府可能在电力短缺的地区实施矿业限制，这些限制由电力发展委员会根据能源部或地方当局的建议确定。
