智通财经APP获悉，中国信达(01359)、中信金融资产(02799)早盘走高，截至发稿，中信金融资产涨5.97%，报0.71港元；中国信达涨5.1%，报1.65港元。
消息面上，十四届全国人大常委会第十二次会议11月4日上午在京举行第一次全体会议。会议审议了国务院关于提请审议增加地方政府债务限额置换存量隐性债务的议案。此前10月12日在财政部发布会上，蓝佛安部长将“加力支持地方化解政府债务风险，较大规模增加债务额度，支持地方化解隐性债务”列为一揽子有针对性增量政策举措之首。
市场期待一次性较大规模置换债券的规模。兴业研究宏观团队表示，新一轮化债时间区间或为2024年末至2027年。考虑到这是近年来出台支持化债力度最大的一项措施，预计规模在4万亿元以上。2023年末城投有息债务规模约48万亿元，平均融资成本为5.28%。考虑到置换债券以中长期为主，当前10年期国债收益率和10年地方债收益率中枢均值为2.21%。若发行政府债券置换4万亿元至6万亿元地方隐性债务，可节省利息支出1240亿元至1860亿元。
