每经AI快讯，11月4日，山东省人民政府办公厅印发《山东省低空经济高质量发展三年行动方案（2025-2027年）》。构建全域覆盖的低空智联网。综合运用“北斗+ADS-B+5G-A+甚高频”技术，设区的市政府与民航部门协同开展监视通信设施设备建设，鼓励运营主体建设无人机识别、定位、导航、气象等配套设施，实现对空中目标不间断监视和与飞行员（操控员）实时通信，构建设施互联、信息互通的低空智联网。加速城市空中交通示范应用。探索开展城市空中交通管理试点，支持eVTOL等智慧空中出行（SAM）装备加快市场应用，适应未来城市空中交通安全高效运转需要。打造“沿黄飞”“跨海飞”短途运输品牌，推进“干支通”衔接互联，培育商务出行、空中摆渡、私人包机等载人空中交通新业态，满足灵活多元出行需求。
