金吾财讯 | 教育股集体走高，博骏教育(01758)涨12.82%，中教控股(00839)涨6.28%，新东方(09901)涨4.63%，天立国际控股(01773)涨4.21%，卓越教育集团(03978)涨4.44%，中国东方教育(00667)涨4%，粉笔(02469)涨3.38%，思考乐教育(01769)涨1.43%。消息面上，11月6日，北京市政府官网发布《北京市实施〈中华人民共和国民办教育促进法〉办法（修订草案征求意见稿）》公开征求意见的公告。其中提到，设立实施学科类校外培训的机构，由区教育行政部门审批，其中，利用互联网技术在线开展学科类校外培训活动的，由市教育行政部门审批；设立实施非学科类校外培训的机构，由区教育行政部门根据同级科技、文化旅游、体育等部门意见审批，其中，利用互联网技术在线开展非学科类校外培训活动的，由市教育行政部门根据同级科技、文化旅游、体育等部门意见审批。
国金证券认为此次《征求意见稿》更加细化了对于各类校外培训机构牌照的审批方式，关注后续学科类牌照发放情况，若发放顺利将利好教培行业头部扩张，并对全国具有示范作用；此外关注此次法案落地后民办高校选营选非进展，若高校选营选非后续逐步落地，将催化高教板块估值。
