智通财经APP获悉，内房股早盘跌幅居前，截至发稿，富力地产(02777)跌8.33%，报1.98港元；融创中国(01918)跌7.34%，报3.03港元；融信中国(03301)跌6.06%，报0.62港元；新城发展(01030)跌4.94%，报2.31港元。
消息面上，11月8日，全国人大常委会办公厅举行新闻发布会，全国人大常委会批准新增6万亿元地方政府债务限额空间以及安排4万亿专项债腾挪支持地方化债。其中关于房地产政策，财政部部长蓝佛安表示，目前，支持房地产市场健康发展的相关税收政策，已按程序报批，近期即将推出。专项债券支持回收闲置存量土地、新增土地储备，以及收购存量商品房用作保障性住房方面，财政部正在配合相关部门研究制定政策细则，推动加快落地。
申万宏源指出，9月底以来，房地产政策有效性更强的原因在于政策聚焦修复居民资产负债表+提出“止跌回稳”的强底线要求，包括存量房贷利率降息、降税、城改货币化等，其中，城改是需求端的需求提振措施，收储是供给端楼市的平准基金，房地产行业有望复制煤炭供给侧改革下格局优化逻辑。此外，当前按揭负担比、租金回报率、千人开工套数等三大底部信号显现，预计房地产将有望筑底企稳。
