消息面上，11月11日，国家医保局办公室及财政部办公厅发布《关于做好医保基金预付工作的通知》。通知指出，支持有条件的地区进一步完善预付金管理办法，通过预付部分医保基金的方式帮助定点医疗机构缓解医疗费用垫支压力。特别强调，医保预付金是为帮助定点医疗机构缓解医疗费用垫支压力、提高医疗服务能力、增强参保人员就医获得感设置的周转资金，用于药品和医用耗材采购等医疗费用周转支出，不得用于医疗机构基础建设投入、日常运行、偿还债务等非医疗费用支出。
国投证券认为，在医保预付金制度建立后，有望进一步加强医疗机构对医药企业的回款力度，长期利好医药流通公司。光大证券表示，医保预付制度执行之后，有望有效缓解相应地区的医疗机构资金压力，进而改善其采购药品和耗材等渠道的企业账期状况，利于医疗机构-医药流通-医药制造的现金流链条整体向好发展。
