交银国际发布研报称，国家医保局、财政部办公厅联合发文，支持有条件的地区进一步完善预付金管理办法，通过预付部分医保基金的方式帮助定点医疗机构缓解医疗费用垫支压力。明确实施预付金的地区，原则上以过去1-3年医保基金月均支出额为基数，合理确定预付金的基础规模，并结合定点医疗机构年度综合评价、信用评价等情况进行调整，预付规模应在1个月左右。
该行认为，医保施行1个月的医保预付有望缓解医保定点医疗机构和商业配送公司的垫资压力、以及因医保拖欠垫付资金/报销款带来的坏账压力。在该行覆盖的公司中，海吉亚医疗在1H24面临一定的医保回款压力，其运营的医疗机构中，除菏泽地区可能不满足预付金实施条件外，其他地区医保收支和结余情况较好，均有望受益于1个月左右的预付，从而改善现金流和坏账情况。
