消息面上，近日，国家医保局办公室及财政部办公厅发布《关于做好医保基金预付工作的通知》。通知指出，支持有条件的地区进一步完善预付金管理办法，通过预付部分医保基金的方式帮助定点医疗机构缓解医疗费用垫支压力。交银国际认为，除医保基金直接结算的集采中选药耗品种和国谈药物外，医保施行1个月的医保预付（预计大部分统筹地区将满足预付实施条件），有望缓解医保定点医疗机构和商业配送公司的垫资压力、以及因医保拖欠垫付资金/报销款带来的坏账压力，从而有效降低医疗行业整体的债务风险。
海吉亚医疗在上半年面临一定的医保回款压力，其运营的医疗机构中，除菏泽地区（包括成武、单县）本身医保基金运营压力较大，可能不满足预付金实施条件外，其他地区（重庆、苏州、西安、无锡等）医保收支和结余情况较好，均有望受益于1个月左右的预付，从而改善现金流和坏账情况。该行维持海吉亚“买入”评级和24.5港元的目标价。
