智通财经APP获悉，基建股涨幅居前，截至发稿，中国铁建(01186)涨5.67%，报5.59港元；中国中铁(00390)涨4.18%，报3.99港元；中国交通建设(01800)涨3.31%，报5.31港元；中国中冶(01618)涨2.45%，报1.67港元。
消息面上，11月15日，证监会发布《上市公司监管指引第10号——市值管理》，要求上市公司以提高公司质量为基础，提升经营效率和盈利能力，并结合实际情况依法合规运用并购重组、股权激励、员工持股计划、现金分红、股份回购等方式，推动上市公司投资价值回归，并对主要指数成份股公司制定市值管理制度、长期破净公司披露估值提升计划等作出专门要求。
国投证券认为，2024年前三季度，由于地方债务压力紧张，基建资金到位不理想，行业投资增速放缓，多数建筑企业经营承压，随专项债发行提速和特别国债发行，Q3部分央企经营性现金流环比改善。目前，2024年地方政府专项债额度已发行完毕，随专项债落地成效、地方政府化债持续推进，叠加央企市值管理指引落地实施，建筑央企有望迎来基本面改善和估值提升，看好未来建筑央企内在价值提升和市场回报表现。
