智通财经APP获悉，钢铁股早盘爆发，截至发稿，重庆钢铁股份(01053)涨13.98%，报1.06港元；鞍钢股份(00347)涨4.96%，报1.48港元；马鞍山钢铁股份(00323)涨2.61%，报1.18港元；中国东方集团(00581)涨0.87%，报1.16港元。
消息面上，11月15日，证监会发布市值管理指引，对主要指数成分股制定市值管理制度、长期破净公司披露估值提升计划作出专项要求。财信证券指出，目前A股长期破净公司主要集中在银行、非银、地产、钢铁、建筑、交运等六个传统行业，随着市值管理新规落地，预计上述行业有一定估值修复空间。
此外，11月16日，中国钢铁工业协会党委副书记、副会长兼秘书长姜维表示，中国钢铁产业国内表观消费量首次连续三年下降，下降趋势已经形成，这将是行业首次面对真正意义上的减量发展，挑战巨大。姜维表示，“三定三不要” 是行业应对当前下行阶段的底线思维。
