消息面上，当地时间周五（11月15日），俄罗斯政府宣布，将暂时限制向美国出口浓缩铀。此举旨在反制美国之前禁止进口俄罗斯铀。俄罗斯是全球最大的铀供应国。根据美国核能办公室的数据，俄罗斯拥有全球约44%的铀浓缩能力，美国约35%的核燃料进口来自俄罗斯。
中邮证券指，俄政府临时禁止向美国出口浓缩铀，铀价短期将有提振。此前，美国政府通过禁止美国进口俄罗斯生产的低浓缩铀的法案，但对部分核电站提供豁免，豁免政策最晚于2028年1月1日终止。据悉，这一决策主要是根据普京指示作出，目的是反制裁，回应美国的不友好行为。根据统计，美国使用的浓缩铀当中1/3从俄罗斯进口，其HALEU计划处于起步阶段，难以补足浓缩铀缺口，铀价短期将受提振。
