智通财经APP获悉，光伏股普遍高开，截至发稿，协鑫科技(03800)涨6.25%，报1.53港元；新特能源(01799)涨5.31%，报8.92港元；福莱特玻璃(06865)涨4.24%，报13.28港元；信义光能(00968)涨3.34%，报3.4港元。
消息面上，11月20日，工信部官网公告称，对《光伏制造行业规范条件》和《光伏制造行业规范公告管理暂行办法》进行了修订，其中，工信部引导光伏企业减少单纯扩大产能的光伏制造项目。新建和改扩建光伏制造项目，最低资本金比例为30%。
华泰证券此前指出，顶层设计驱动行业转向，多部门出台政策指引限制低端产能扩张，企业融资渠道受到限制，上半年光伏企业缩减资本开支趋势明显，多个新投产能项目宣布终止或延期生产，部分企业开始出现经营困难，该行认为光伏产业链的产能出清正在快速进行。
