智通财经APP获悉，此前，美国密歇根州共和党众议员John Moolenaar和缅因州民主党众议员Jared Golden向众议院提交了一项决议，提议暂停美国45X先进制造业生产税收抵免(PTC)。受此消息影响，美股太阳能股周一多数上涨。Enphase Energy(ENPH.US)收涨8.4%，Solaredge Technologies(SEDG.US)收涨15.9%，$阿特斯太阳能(CSIQ)$(CSIQ.US)收涨9.7%，Sunrun(RUN.US)收涨9.6%，Sunnova Energy(NOVA.US)收涨9%，Array Technologies(ARRY.US)收涨5.9%，Shoals Technologies(SHLS.US)收涨4.9%，晶科能源(JKS.US)收涨4%，$第一太阳能(FSLR)$(FSLR.US)收涨3.4%，Fluence Energy(FLNC.US)收涨2.1%。
资料显示，45X税收抵免政策是美国《通胀削减法案》(IRA)中的一项关键条款，旨在鼓励企业在美国国内投资建设清洁能源制造设施，推动美国清洁能源产业的发展。该政策为符合条件的光伏电池片、硅片、多晶硅、背板、组件、跟踪支架、逆变器等产品的生产提供了税收抵免优惠。
部分美国议员担心外国企业、尤其是与中国等所谓 “受关注外国实体” 有联系的企业，可能会受益于该税收抵免政策，从而损害美国本土企业的利益。他们认为这一政策可能导致美国的税收资金流向国外，而没有真正促进美国本土制造业的发展，因此提议暂停该税收抵免政策，以保护美国本土企业的竞争力。
