消息面上，近期，国电投在最新招标采购中修改了评标基准价的计算方式，由此前以最低价为评标基准价，调整为以有效投标人评标价格的算术平均数下浮5%作为评标基准价。同时规定，企业报价低于或等于评标基准价得满分。
中信证券指出，国电投变更风机招标评分规则，最低价中标或成历史。风机报价明显修复，恶性竞争或将结束。随着风机招标评分机制的改变，风机企业将由此前过度追求低价转向进一步重视产品质量，且在国内风电装机需求有望持续复苏的背景下，风电产业链价值量有望稳步回升。该行指出，价格回升+需求回暖+结构优化，整机盈利有望持续改善。
