国际清算银行（BIS）表示，对世界经济稳定构成最大威胁的是政府借贷习惯，近期市场情绪的转变应该引起警惕。

　　BIS高级官员Claudio Borio在季度报告中表示，应该在债券投资者恐慌情绪蔓延之前优先修复公共财政。

　　“全球财政前景仍然非常令人担忧，”这位即将退休的BIS货币和经济部门负责人对记者表示，“政府债务轨迹对宏观经济和金融稳定构成最严重的威胁。”

　　BIS还观察到政府债券供应过剩的迹象已经出现。

　　“金融市场开始意识到，他们必须消化掉此等规模的政府债务，”Borio说道。他在BIS工作了37年，担任现职已超过十年。

　　他表示，各国必须采取行动，在债券收益率“可能出现急剧调整”之前“确保财政可持续性不存在任何疑问”。
