消息面上，当地时间12月7日，美国国会参众两院军事委员会公布了2025财年国防授权法案（NDAA）最终协议文本，该版本兼顾了众议院以及参议院两方的提案。NDAA最新版本显示，生物安全法案未被列入其中。按照流程，该版本要获得美国总统签字之后才能生效。
招银国国际认为，这意味着生物安全法案试图通过加入NDAA的立法路径失败。生物安全法案仍可以推进单独立法，但考虑到仅剩两周窗口期，该行认为单独立法的成功率极低。民生证券指出，美联储降息50bp，biotech融资端有望延续上半年改善趋势，以海外客户为主要订单和收入贡献的CXO龙头有望进一步回暖。
