国家公共政策研究中心在提案指出，目前美国衡量通货膨胀的消费者价格指数（CPI）为 4.95%，但这一指标在衡量货币真实贬值方面“极为糟糕”，真实的通货膨胀率可能是 CPI 报告数字的两倍；这极大地侵蚀了亚马逊 880 亿美元的现金及短期现金等价物。为保护股东价值，应使用比特币来对冲这一风险。提案中表示，“截至 2024 年 12 月 6 日，比特币价格同比上涨了 131%，平均表现优于企业债券 126%。在过去五年中，比特币价格上涨了 1,246%，平均表现优于企业债券 1,242%。”
