海通证券认为，伴随化债政策持续推进，望有效改善当前回款问题，不仅将在利润表中减少信用减值损失带来的利润率下降，也将进一步改善板块现金流，以维持水务高分红比例，弥补原有高分红逻辑缺陷，从而进一步带动板块估值。
东吴证券指出，水务固废前期受收款担忧估值下行，化债+市场化改革推进，解决付费痛点后迎价值修复。以应收市值弹性系数衡量化债弹性，光大环境(70%)、绿色动力环保(55%)、北控水务集团(51%)弹性突出。
