消息面上，8月30日，商务部等5部门出台的《推动电动自行车以旧换新实施方案》明确指出对将老旧锂离子蓄电池电动自行车换购成铅酸蓄电池自行车的消费者，会适当加大补贴力度；9月19日《电动自行车安全技术规范（征求意见稿）》发布，其中指出将使用铅蓄电池的整车重量限值由55kg放宽至63kg，并且不再强制安装脚踏骑行装置，可提升电动自行车的单车带电量，提升续航里程，减少充电次数。
华西证券指出，在新国标&以旧换新补贴发力下，铅酸电池需求有望持续增长。铅酸电池行业集中度较高，天能动力/天能股份作为行业龙头有望率先受益。兴业证券此前指出，随着公司暂缓锂电产能扩建、回收业务布局趋于完善，后续资本开支有望回落；在基石业务强劲现金流带动下，公司整体现金流有望进一步改善，为公司回馈投资者腾挪空间。
