智通财经APP获悉，微创系早盘再度走高，截至发稿，微创机器人-B(02252)涨7.52%，报12.58港元；微创脑科学(02172)涨3.37%，报9.81港元；微创医疗(00853)涨1.49%，报6.81港元。
消息面上，上海市政府印发《上海市支持上市公司并购重组行动方案（2025～2027年）》。其中提到，将设立100亿元生物医药产业并购基金。政府投资基金可以通过普通股、优先股、可转债等方式参与并购基金出资，并适当让利。交银国际指出，上海生物医药产业并购基金的设立，有利于培育更多具有国际竞争力的生物医药企业。
此外，中邮证券指出，12月5日，财政部公开征求意见，拟在政府采购活动中，对于既有本国产品又有非本国产品参与竞争的，对本国产品的报价给予20%的价格扣除，用扣除后的价格参与评审，有望加速国产设备进口替代。此外，该行预计四季度各省份有望逐步落地以旧换新政策，相关院内招标启动，设备厂家四季度有望出现大量以旧换新订单。
