【美国第82次否定提案，WTO上诉机构瘫痪五年何时才能恢复】金十数据12月19日讯，2019年12月11日，世贸组织（WTO）上诉机构正式“停摆”，五年过去了，针对上诉机构恢复运行的讨论仍在进行之中。各成员方贸易部长曾在WTO的部长级会议上（MC12、MC13）上承诺要在2024年之前建立一个全面运作的争端解决体系，在2024年岁末，这个目标看起来无法实现了。据记者从权威信源处获悉，在当地时间18日WTO争端解决机制例会上，美方再次否决了关于启动遴选程序以填补上诉机构空缺的提案。有WTO成员表示，希望在2026年3月底在喀麦隆举行的第14届部长级会议（MC14）之前或不迟于该会议达成一揽子协议。
