智通财经APP获悉，基建股早盘走高 ，截至发稿，中国中车(01766)涨4.36%，报4.79港元；中国铁建(01186)涨2.73%，报5.65港元；中国中铁(00390)涨2.64%，报3.89港元；中国交通建设(01800)涨2.53%，报5.27港元；中国中冶(01618)涨1.85%，报1.65港元。
消息面上，12月17日，国务院国资委发布《关于改进和加强中央企业控股上市公司市值管理工作的若干意见》。《意见》主要提出9项具体要求，包括着力提高上市公司发展质量、积极开展有利于提高投资价值的并购重组、加大市场化改革力度、全面提高信披质量、主动加强投资者关系管理、稳定投资者回报预期、完善增强投资者信心的制度安排、健全市值管理工作制度机制、严守依法合规底线。
国投证券近期指出，目前建筑行业央企基本面整体稳健，经营质量改善为各家目标，央国企集中度持续提升，财政预期加码叠加地方政策化债落地实施，驱动公司基本面修复，叠加市值管理、国企改革和鼓励分红持续推进，估值有望提升。天风证券表示，继续强调基建改善+破净价值提升的投资主线，以及此前证监会对破净股松绑，叠加化债资金对于建筑企业报表改善，持续看好建筑企业中长期的基本面及估值回归。
