【温彬：明年超长期特别国债发行规模将达到2万亿元】金十数据12月25日讯，在中央经济工作会议明确加力扩围实施“两新”政策、更大力度支持“两重”项目的要求下，2025年超长期特别国债发行规模将迎来有力扩张，民生银行首席经济学家温彬认为将达到2万亿元。他还指出，另有1万亿元特别国债将用于支持六大行补充核心一级资本，预计提升六大行核心一级资本充足率1个百分点左右。在具体发行安排上，超长期特别国债与专项债的集中发行时间将有所错位，避免政府债过于集中供给冲击银行体系流动性。中国投资咨询有限责任公司副总经理谭志国向记者表示，考虑到每年的消费高峰期、项目投资开工高峰期，预计超长期特别国债会在一二季度集中发行，专项债将在二季度初集中发行。根据经济运行的实际情况，财政部还将动态调整发行节奏。
