【环球时报特约记者 王逸】美国《纽约时报》的一项最新调查报告称，美国在阿富汗北部组建亲政府民兵组织的努力以失败告终，原因是这些组织中有土匪和边缘化人群的参与。

该调查显示，失败的后果在2021年美军混乱的撤军过程中显而易见。美国人希望在阿富汗北部建立符合他们价值观的地方武装。但该地区却在几天内就投降了，并首先落入塔利班的控制之下。

《纽约时报》的调查人员在北部昆都士省进行了50多次采访。报道称，多年来，美国人帮助招募、训练和资助民兵团伙，但这些团伙却抢劫民宅，摧毁整个社区。该报分析称，“美国支持民兵组织造成的灾难是美国及其阿富汗伙伴失去北部地区的核心原因，也是尽管美国投入20年时间和2万亿美元资金，阿富汗还是沦陷的原因”。

《纽约时报》称，就连塔利班的指挥官也持有类似观点。他们认为，美国人利用土匪对付他们是一个错误。塔利班前指挥官、现昆都士文化部长马蒂乌拉·罗哈尼向《纽约时报》表示：“美国以打击叛乱分子为名，给土匪和杀手权力，但这只会把更多人推向塔利班。”
