据外媒消息，印尼能源和矿产资源部长周五签署了一项法令，为2025年分配1560万千升生物柴油，同时允许该行业在下月底之前适应混合燃料中更高的生物柴油比例。此前印尼能源和矿产资源部副部长Yuliot Tanjung表示，政府将为公司提供一个半月的过渡期，以满足新的B40生物柴油要求。
作为全球最大的棕榈油出口国，印尼原计划于1月1日开始强制要求生物柴油中的棕榈油燃料比例从目前的35%提高到40%。部长Bahlil Lahadalia补充称，政府将努力在明年将这一比例提高到50%。
生物柴油生产商和燃料零售商将在2月28日之前适应B40混合比例。他称，推迟的原因是与燃料补贴有关的技术挑战。1月1日政策推迟落地导致马来西亚棕榈油主力合约周四下跌2.6%。周五，该合约回升约1%。
燃料零售商和生物柴油生产商表示，如果没有这项法令，他们无法起草生物柴油分销合同。周五的数据显示，2025年的生物柴油分配量较2024年预计的1298万千升生物柴油消费量有所增加。在今年的总分配量中，755万千升用于公共服务义务（PSO），涵盖公共交通等部门，其销售将由国家棕榈油基金提供补贴。“其余的分配将以市场价格出售，”Bahli称。
负责收集和管理棕榈油基金的机构BPDPKS在11月预计，B40将需要增加68%的补贴。为帮助筹集资金，印尼计划将毛棕榈油（CPO）出口专项税从目前的7.5%提高到10%，但要实现这一点，还需要另一项官方规定。
