民生证券发布研报称，近日，央行召开四季度例会，加大对大规模设备更新和消费品以旧换新的金融支持，加大存量商品房和存量土地盘活力度，推动房地产市场止跌回稳；国家发改委表示，今年将增加发行超长期特别国债，更大力度支持“两重”建设，加大建设力度、加强软硬结合、加快工作进度三方面加力推进。当前钢材基本面供需双弱，垒库周期开始，原料端铁矿库存较高，减产预期下，原料有望让利成材，后续关注钢企利润恢复情况。
中金指出，展望2025年钢铁行业，预期国内制造业有望维持较高景气，基建实物工作量或将边际改善，但贸易政策扰动下海外需求仍存在不确定性，且钢厂在较高的经营获现压力之下供给亦难见大幅收缩，内需的结构性改善难遏钢价下行。2024年工信部已暂停实施钢铁产能置换，2025年钢铁供给难有增量，同时政策驱动下的存量产能优化或将进一步加速，结构性机会可期。
