美国启动“最严厉”对俄制裁后，欧盟也在酝酿下一步行动。
当地时间1月14日，据彭博社报道，欧盟正在筹备其第16轮对俄制裁方案，该方案或包括逐步禁止从俄罗斯进口液化天然气（LNG）和铝。
知情人士称，对铝的限制将渐进实施，而时间表和范围仍有待确定。
欧盟正在草拟的第16轮制裁还包括，对运输俄罗斯石油的影子船队中的数十艘邮轮实施限制，以及进一步管制可用于军事目的的商品。知情人士透露，欧盟还准备切断更多银行与SWIFT国际支付系统的连接。
尽管一些国家呼吁全面禁止进口俄罗斯天然气，但欧盟内部仍存在分歧。一些成员国认为制裁管道天然气并不可行，因为包括匈牙利和斯洛伐克在内的部分国家仍严重依赖俄罗斯天然气供应商俄气（Gazprom）的供应。
相较之下，对于液化天然气的进口禁令则更为可行，进口液化天然气最多的西班牙、比利时和法国等国预计不会阻止对俄罗斯的惩罚性措施。
为了填补现有制裁措施的漏洞，防止俄罗斯规避限制，欧盟还计划在新的制裁方案出台的同时，对农产品和化肥征收更高关税。
据悉，草案仍在成员国之间进行讨论，正式提交前可能会有修改。
