花旗发表研报指，中国国务院鼓励有资源的地方政府，根据当地情况推出文化和旅游消费券、消费折扣及奖励兑换等措施，可能使短途旅行和网上旅行社受惠。另外，国务院进一步优化入境政策，包括扩大免签国家覆盖范围、有序延长免签期限等，将有利于携程。花旗认为，上述文件及增加公共假期的措施表明，旅游是中国政府促进经济的一大方向。该行将同程旅行H股目标价定于21港元，同时将携程美股目标价定于78美元，维持“买入”评级。
