智通财经APP获悉，对于2025年的楼市，长实集团(01113)执行董事赵国雄认为，目前供楼利息仍高，没有特别诱因推动市民转租为买，预计今年香港地产市场以“去库存”为主，发展商希望先套现，再筹备未来发展。他相信，楼价已见底，但由于供应多，全年楼价预计窄幅波动。
据悉，香港楼市陷入低迷，土地市场需求大幅减少；港府卖地屡屡流标，卖地收入更创10年新低，加剧财政压力。在此背景下，香港地产界呼吁恢复已停用多年的勾地表制度，并视其为解决流标问题的可能对策。 赵国雄表示，发展商的市场触觉，有时可能会比政府好，如果勾地(一种土地出让方式，旨在通过提前沟通地块的具体条件和价格，规避土地流拍风险)及卖地表双轨并行，发展商看到土地潜力，就可主动向政府提出，令卖地制度更灵活。
赵国雄指出，香港公共财政过去倚赖卖地收入，但地产是经济敏感的行业，当经济不好，地产行业很难发展得好，因此要寻找新发展领域。他相信，香港有能力、人才和资金转型，未来经济发展可以有多个新领域，较单靠地产发展更好。
不过，对于发展商提出恢复勾地制度的建议，香港财政司司长陈茂波以及香港发展局局长宁汉豪均表态拒绝，陈茂波曾表示，期望每季卖地主动权在政府手上，由政府决定“卖多少、如何卖、选哪些地”，这种做法比较符合社会需求及公众利益。
