根据第三方机构预测，2025年全球石油需求仍将保持稳定，全球上游勘探开发投资与 2024年基本持平，其中海上勘探开发投资增幅大于陆上。根据目前预测，2025年公司国内业务稳健发展，海外业务稳中有升。
公司形成了以国内为基本盘、中东和东南亚为两翼、带动海外若干有潜力区域良性发展的“1+2+N”市场新格局，构建了“产品+服务”“产品+销售”的双轮驱动力，国际交流与合作迈上新台阶。公司坚持以技术价值和客户资产价值为导向，建设覆盖技术产品全生命周期和全产业链的科技创新体系，打造关键核心技术产品，推动技术发展良性循环，加速发展新质生产力，打造了以璇玑、璇玥、海经、海脉、海弘为代表的一批高端技术品牌，国际知名度和影响力持续增强。2025年，预计公司资本性开支为人民币72亿元左右，主要用于装备投资及更新改造、技术设备更新改造、技术研发投入和基地建设等。公司将保持战略定力，持续深化改革，不断提升经营管理和技术服务水平，加快建设中国特色世界一流能源服务公司。
上述战略指引是根据公司目前的经营状况及市场环境而制定的，至于公司于2025年能否达到公司预期的表现则主要取决于经济及市场情况。
