1 月 17 日，据 SEC 官网公告，SEC（美国证券交易委员会）对富国银行和美林两家咨询公司在现金清算计划方面的违规提出和解指控。两家公司同意支付总计 6000 万美元民事罚款。
提出和解指控的原因是其未能采用实施合理设计的书面政策和程序，以防止违反《顾问法》及其下与公司现金清算计划相关的规则。根据 SEC 的命令，富国银行顾问公司和美林证券提供银行存款清偿计划 (BDSP) 作为大多数咨询客户唯一的现金清偿选项，并从 BDSP 中的咨询客户现金中获得了巨大的经济利益。两家公司及其附属公司设定了 BDSP 中提供的利率，并且在利率上升期间，BDSP 与其他现金清算替代方案之间的收益率差异有时会增长到近 4%。
