【北京发布城市更新新政 支持企业“腾笼换鸟”盘活存量土地资源】金十数据1月21日讯，北京市规自委近日制定印发了《北京市关于城市更新项目国有建设用地使用权作价出资或者入股支持社会经济发展的指导意见（试行）》。《指导意见》所称“作价出资或者入股”，具体指以一定年期的国有建设用地使用权作价出资或者入股投入到市政府授权市国资委履行出资人职责的企业及其所属各级国有全资子企业，国有建设用地使用权由企业持有，市政府依法对企业享有出资人权益的情形。通过“作价出资或者入股”，不断丰富本市土地资源有偿配置政策“工具箱”，进一步激发企业参与城市更新的意愿，降低企业用地成本，提升资源配置效率和效益，赋能城市发展新活力。《指导意见》的落地，将有效降低企业参与城市更新的“门槛”，支持企业“腾笼换鸟”盘活存量土地资源。作价出资或者入股是一种国有建设用地使用权有偿使用方式，是对出让方式的有益补充。
