Washington D.C. fire chief John Donnelly, Sr., said 28 of the 41 bodies recovered from the crash site have been identified.
Donnelly also said he believes the body of the jet needs to be taken out of the Potomac River before more remains are found.
Work on pulling the plane out of the water is expected to start Saturday, he said.
