报告指，总体而言，会议强调了三大支柱性战略措施：提升家庭消费能力(通过大力支持家庭收入增长)；挖掘消费潜力，主要措施包括提振服务业、促进文化/体育/旅游产业、扩大以旧换新政策范围、强调品牌企业的领先影响力，以及推动“人工智能+消费”产业以带动新的消费场景；以及优化消费环境。
