美团2月14日宣布，结合各方建议，本周将正式在广西部分城市首次上线“超时免罚”试点。
在试点区域，将全面取消超时扣款，将众包骑手的“超时扣款”改为积分制度，并辅以支持策略，如培训帮扶新骑手、优化出餐调度和申诉通道，持续改善骑手的配送体验。在试点区域，超时不会对骑手的收入产生影响。若核实超时为骑手责任，可能会被扣分。后续骑手可通过准时送达来获得积分。
外卖会不会变慢？用户会不会受到影响？首先，从上述数据看，历史上受到超时影响的用户和订单并不多。其次，美团针对上述两类超时原因，也做了相应的安排与优化。比如，在极端高峰期等特殊时段里，美团会为骑手提供积分激励，鼓励更多骑手参与到配送中来。比如，针对新骑手，正在改进调度系统，确保“新手期”不会接到难度大、易超时的订单。从2022年开始的观测数据来看，目前，“超时扣分”对消费者体验几乎没有影响。
试点期间，积分的具体规则是什么？试点期间，骑手超时扣款的规则将取消，改为积分制。如骑手因超时扣分，后续可通过准时送达订单加分。积分会在次日更新。如骑手积分过低，可通过参加线上或线下的辅助培训恢复积分。
