当地时间2月18日，美国总统特朗普签署行政命令，将独立机构置于总统的更严格控制和监督之下，指示所有行政部门和机构向白宫提交法规草案供审查。

该命令指出，所有行政部门和机构，包括所谓的独立机构，都应将所有拟议和最终的重大监管行动提交总统行政办公室下属的信息和监管事务办公室（OIRA）进行审查，然后才能在《联邦公报》上公布。根据白宫的情况说明书，该命令不适用于美联储的货币政策职能。

白宫情况说明书特别指出，联邦贸易委员会（FTC）、联邦通信委员会（FCC）和证券交易委员会（SEC）等独立机构“在没有总统监督的情况下对美国人民施加了巨大的权力影响”。（总台记者 赵淼）
