维格纳拉贾指出，“比特币和以太坊作为另类投资在 12 月达到 3.9 万亿美元的市值峰值，建议调查是否可将部分资金用于支持教育、医疗、技能发展和就业创造。数字货币需要在保障金融稳定的前提下支持发展，并建议发展组织在严格监管下测试加密货币基金。区块链的透明性有助于加强问责制和遏制腐败，建议联合国开发计划署（UNDP）协助各国建立 CBDC 监管框架。”
