消息面上，据澎湃新闻，美国国务院表示，美国国务卿鲁比奥和俄罗斯外长拉夫罗夫在沙特利雅得的会谈中决定成立消除刺激两国关系因素咨询机制，此外还决定成立解决乌克兰冲突谈判小组。鲁比奥和拉夫罗夫决定，未来在关系两国共同地缘政治利益方面的问题以及经济和投资领域进行合作。
值得注意的是，2024年4月中旬，美国对俄罗斯金属实施制裁，限制铝、铜、镍在全球交易所中交易。据SMM数据显示，2023年俄罗斯电解铝总产量约为406.2万吨，约占全球总供应量的5.6%左右，产量位居全球第三，除此之外，俄罗斯铝金属主要用于出口市场，是海外铝重要出口国家。俄铝是俄罗斯最大的铝冶炼供应商。
