根据一份新发给各军种的备忘录，美国国防部长皮特·海格塞斯在未来五年内将军事支出削减8%的计划中并不包括西南边境执法、空军最新的无人机计划、核武器现代化，以及为进行审计所做的准备工作。

　　2月18日的备忘录指示“五角大楼高层”、作战司令部、国防部机构、各军种和文职机构提出方案，把2026财年及其后数年的支出预算削减8%。海格塞斯写道，同时“我将重新评估”迄今为止的准备情况。

　　海格塞斯列出了17个“可能不受8%支出削减约束”的领域。除了边境执法，豁免清单还包括弗吉尼亚级潜艇、所谓的“可执行水面舰艇计划”、国土导弹防御、空军的新型协同作战飞机、单向攻击无人机、“优先关键网络安全、弹药、印太司令部建设项目”以及私营部门医疗保健。

　　为了迎合特朗普和海格塞斯最喜欢的主题，备忘录呼吁重点关注过度官僚主义、以及与气候变化和多样性、公平和包容（DEI）相关的项目开支。海格塞斯认为这些项目“影响不大”且“浪费资源”。‘’
